Security Alert – Beware of Fraud During COVID-19

Event: The Government of Luxembourg has confirmed fraud attempts, as offline and online crime rises during COVID-19 crisis. One scam includes malware-ridden links to a COVID-19 interactive map from senders purporting to be from the World Health Organization or travel agents. In the regions of Mamer, Capellen, and Holzem, individuals have reportedly offered to disinfect the homes of the elderly in order to gain access. In neighboring countries, fraudsters have disguised themselves as medical staff for the same purpose.

If transiting through France, be aware that the French Minister of Interior (MOI) and French police have issued warnings regarding fake police checkpoints and individuals impersonating police officers attempting to fraudulently collect a “fine” for not possessing a travel attestation document or for improper documentation.  French police always write a report and the requirement to pay a fine is sent to your home of record. Do not pay any “fine” on the scene.

U.S. citizens in Luxembourg who normally live in the United States should arrange for immediate return home or be prepared to remain abroad for an indefinite period.  You should have a plan to depart from Luxembourg that does not rely on U.S. government assistance.  If you are considering returning to the United States, you are urged to work with your airlines to make travel arrangements while flights are still available.  If your travel has been disrupted, please contact your airline – the U.S. Embassy cannot make individual flight arrangements on your behalf.

The Department of State has issued a Global Level 4 Health Advisory for COVID-19.

The Centers for Disease Control and Prevention (CDC) has issued a Level 3 Global COVID-19 Outbreak Notice advising travelers to avoid non-essential travel.
