The Passport Wizard will determine the correct application form you should use. The consular section is only able to accept complete applications with  one 2″x 2″ (51x51mm) U.S. passport size photo: photo must have clear white background, no shadows, no eye glasses to be worn.  You can find all passport photo requirements here.

Passport Processing Times: Regular passports are produced at a central processing location in the United States. Processing time for applications submitted in Luxembourg is generally 7-10 business days. We will need to keep your current passport while processing. To avoid unnecessary complications in your travel plans please note that expedited processing can only be requested for applications submitted in the U.S. The Embassy in Luxembourg can issue a limited validity passport in case of emergency.

Delivery of Passport: We will return your new passport by mail. Please submit a pre-paid, self-addressed envelope with a tracking label to the passport interview. It is not possible to purchase envelopes, stamps or tracking labels at the U.S. Embassy. For a passport the best option is the Ready2Post prepaid padded envelope from the Post Luxembourg, size 162x229mm. We recommend you attach a tracking label which allows you to track your passport. It can be purchased online at www.eservices.lu or at a local post office. The U.S. Embassy declines any responsibility for the delivery of passports by mail.

Important notice regarding electronic devices: The US Embassy does not permit laptops or large electrical/electronic devices to be brought into the consular waiting room.  The Embassy provides no storage for your electronic devices and customers coming to their appointment with a prohibited item(s) will not be permitted to enter the Embassy.

The U.S. Embassy in Luxembourg accepts payment by credit card (no V-pay card) and cash (Euros or USD). Checks/money orders cannot be accepted.

Applying for renewal of an adult’s passport issued less than 15 years ago:

  • completed form DS-82
  • one U.S. passport sized (2x2inch) photograph – see photo requirements for information. Photos which do not meet the requirements will be rejected
  • passport fee: $110
  • most recent passport and a copy – the most recent passport must have been issued at the age of 16 or older, within the last 15 years, not be damaged and must be submitted with the application. If this is not the case, form DS-11 is required

Applying for a passport renewal for a minor under the age of 16:

  • completed form DS-11
  • one U.S. passport sized (2x2inch) photograph – see photo requirements for information. Photos which do not meet the requirements will be rejected
  • passport fee: $115
  • personal appearance of minor child is required
  • both parents must sign the application at the Embassy (if this is not possible, a notarized statement of consent DS-3053 signed by one parent is acceptable)
  • child’s local or U.S. birth certificate or Consular report of birth abroad and a copy
  • proof of U.S. citizenship and a copy (U.S. passport, birth certificate, Consular Report of Birth Abroad, certificate of citizenship, naturalization certificate)
  • a pre-paid, self-addressed envelope with a tracking label. The best option is the Ready2Post prepaid padded envelope from the Post Luxembourg, size 162x229mm.

Each applicant applying for their first U.S. passport after the age of 16 must apply in person at the U.S. Embassy and provide the required documentation listed below.  Minors aged 16-17 years old with their own identification can apply for a passport with at least one parent accompanying them to their appointment. The parent(s) must identify him/her and sign their application to demonstrate parental consent, and provide valid government issued photo I.D.

Applying for a first time passport at the age of 16 or older:

  • completed form DS-11
  • one U.S. passport sized (2x2inch) photograph – see photo requirements for information. Photos which do not meet the requirements will be rejected
  • passport fee: $145
  • personal appearance is required

Applying for a first time passport for a minor under the age of 16:

Form DS-5504 should be used when requesting a data change for a previously issued, currently valid U.S. passport WITHIN one year from the date of issue:

  • When there is a change in the applicant’s identifying information, such as a name change by marriage or court order (a marriage certificate or court order must be submitted)
  • To extend the validity of certain previously limited passports; or
  • To correct a Passport Services’ printing error.

 There is no fee for this service.

To report your physical U.S. passport lost or stolen to protect yourself from identity theft you can use the online tool available here.

To apply for a new passport you are required to submit the following:

  • Evidence of U.S. Citizenship – Such evidence may include but is not limited to: U.S. birth or naturalization certificate, Report of Birth Abroad or an expired U.S. passport.
  • Valid, government issued photo I.D. (such as a U.S. or foreign passport, drivers license or military I.D)
  • One U.S. passport sized (2x2inch) photograph – see photo requirements for information. Photos which do not meet the requirements will be rejected.
  • For applicants under 16, a birth certificate must also be presented and both parents must attend the appointment with the child. If only one parent can appear, please follow these instructions.  Attending parents must bring government issued photo I.D.
  • Applicants aged 16-17 years old with their own identification can apply for a passport with at least one parent accompanying them to their appointment. The parent(s) must identify him/her and sign their application to demonstrate parental consent, and provide valid government issued photo I.D.
  • Form DS-11 (click to be taken to the form).
  • Form DS-64: Statement Regarding Lost or Stolen Passport. Submitting this form will declare your passport as lost/stolen;
  • The non-refundable application fee for a U.S. passport is $115.00 (for under 16s) or $145.00 (for over 16s).  You will pay the fee in person to the Cashier at the time you appear at the Embassy

Please note that the Government of France does NOT recognize the 12-page U.S. emergency passport, issued by U.S. embassies and consulates overseas, as a valid travel document for visa-free entry into France. If traveling on this emergency passport, you may be refused boarding and/or entry by immigration officials. Only direct transit through France for a destination in the United States is permitted with an emergency passport. You should check entry requirements of any other country of destination to make sure the emergency passport is accepted for entry. Read more here.

8 steps to apply for a child’s passport abroad (JPEG 93 KB)

Important information when applying for a passport (renewal) for a child under 16:

When applying to renew a U.S. passport for a child under 16 both parents are required to attend.  It is essential that the child appear in person.  If one parent is unable to attend, s/he can submit a notarized statement of consent DS-3053 (PDF 52 KB) and a copy of personal ID.

You will need to bring the following:

  • Form DS-11. Complete the form. Do not sign it. You are required to sign the form before a consular officer
  • Your child’s most recent U.S. passport and a copy
  • One U.S. passport sized (2x2inch) photograph– see Photo Requirements for information
  • If your child was under 5 at the time their last passport was issued, present 1-2 photographs per year from when that passport was issued to present, to show how their appearance has changed (family or informal photographs are acceptable)
  • Your child’s U.S. birth certificate or Consular Report of Birth Abroad and a copy, showing the parent’s name(s)
  • Government issued photo I.D. of parents and copies (such as U.S or foreign passport, driving licence)
  • The non-refundable application fee for a U.S passport under 16 is $115.00. You will pay the fee in person to the cashier at the time you appear at the Embassy

The issuance of a second passport is not automatic and should be considered an exception to the regulations.  An application is approved on an individual basis and only when justified. A second passport may be issued if:
– A passport is needed both for confirmed travel and submission for foreign visa applications simultaneously;
– The primary passport is held by a government or foreign embassy and the applicant has confirmed travel; and/or
– The applicant has confirmed travel plans to a foreign country which will deny a visa or entry to the bearer of a passport containing markings or visas showing travel to certain other countries.
You are required to apply for a second passport in person. It is not possible for a third party to appear on your behalf.
