Passport Services

Passport applications can be submitted on Tuesdays. Please book one appointment for each individual requiring a service.

The Passport Wizard will determine the correct application form you should use. The consular section is only able to accept complete applications.

Important Notice Effective April 2, 2018, the passport execution fee will increase from $25 to $35.  The $10 execution fee increase applies to U.S. passport applicants using the DS-11 form including: first-time applicants over age 16, children under age 16, and applicants who reapply after reporting their previous passport lost or stolen.

Customers applying with the DS-11 form at a U.S. embassy or consulate abroad pay two separate fees: an application fee to the U.S. Department of State and the execution fee to the Passport Acceptance Facility (such as a post office in the United States or a U.S. embassy or consulate abroad).  Accordingly, the total passport fee for such applicants will increase by $10 in total.

The $10 fee increase does not apply to adults eligible to renew their passport using the DS-82 form. The Department of State published a Final Rule confirming this fee change on January 31, 2018.

The U.S. Embassy in Luxembourg accepts payment by credit card (no V-pay card) and cash (Euros or US$). Checks/money orders cannot be accepted.

Regular passports are produced at a central processing location in the United States. Processing time for applications submitted in Luxembourg is generally 7-10 business days. To avoid unnecessary complications in your travel plans please note that expedited processing can only be requested for applications submitted in the U.S.  The Embassy in Luxembourg can issue a limited validity passport in case of emergency.

Applying for passport renewal at the age of 16 or older:

  • completed form DS-82 and correct photograph
  • passport fee: $110
  • most recent passport
  • the most recent passport must have been issued at the age of 16 or older, within the last 15 years, not be damaged and must be submitted with the application. If this is not the case, form DS-11 is required.

Applying for a passport renewal for a minor under the age of 16:

  • completed form DS-11 and correct photograph
  • passport fee: $115
  • personal appearance of minor child is required
  • both parents must sign the application at the Embassy (if this is not possible, a notarized statement of consent DS-3053 signed by one parent is acceptable)
  • child’s local or U.S. birth certificate or Consular report of birth abroad
  • proof of U.S. citizenship (U.S. passport, birth certificate, Consular report of birth abroad, certificate of citizenship, naturalization certificate)

Applying for a first time passport at the age of 16 or older:

  • completed form DS-11 and correct photograph
  • passport fee: $145
  • personal appearance is required
  • proof of U.S. citizenship (U.S. passport, birth certificate, Consular report of birth abroad, certificate of citizenship, naturalization certificate)

Applying for a first time passport for a minor under the age of 16:

  • completed form DS-11 and correct photograph
  • passport fee: $115
  • personal appearance of minor child is required
  • both parents must sign the application at the Embassy (if this is not possible, a notarized statement of consent DS-3053 signed by one parent is acceptable)
  • child’s local or U.S. birth certificate or Consular report of birth abroad
  • proof of U.S. citizenship (U.S. passport, birth certificate, Consular report of birth abroad, certificate of citizenship, naturalization certificate)

Form DS-5504 should be used when requesting a data change for a previously issued, currently valid U.S. passport WITHIN one year from the date of issue:

  • When there is a change in the applicant’s identifying information, such as a name change by marriage or court order (a marriage certificate or court order must be submitted)
  • To extend the validity of certain previously limited passports; or
  • To correct a Passport Services’ printing error.

 There is no fee for this service.

Statement regarding lost or stolen passport

Form DS-64 should be submitted along with form DS-11 when applying for replacement of a lost or stolen passport.

Important information when applying for a passport (renewal) for a child under 16:

When applying to renew a U.S. passport for a child under 16 both parents are required to attend.  It is essential that the child appear in person.  If one parent is unable to attend, s/he can submit a notarized statement of consent DS-3053 (PDF 52 KB) and a copy of personal ID.

You will need to bring the following:

  • Your child’s most recent U.S. passport;
  • One U.S. passport sized (2x2inch) photograph– see Photo Requirements for information
  • If your child was under 5 at the time their last passport was issued, present 1-2 photographs per year from when that passport was issued to present, to show how their appearance has changed (family or informal photographs are acceptable);
  • Your child’s U.S. birth certificate or Consular Report of Birth Abroad, showing the parent’s name(s);
  • Government issued photo I.D. of parents(such as U.S or foreign passport, driving licence);
  • The non-refundable application feefor a U.S passport under 16 is $115.00.  You will pay the fee in person to the cashier at the time you appear at the Embassy.
  • Form DS-11.    Complete the form online and print.  Do not sign it.  You are required to sign the form before a consular officer.
